James J. "Jimmy" Walker was the flambouyant mayor of New York City during much of the 1920's and boxing fan.

Prior to being elected mayor of New York City Jimmy Walker was the speaker of the New York State Senate. Walker with the aid of European promoter and matchmaker Bill Gavin, who wrote most of the law, sponsored and was instrumental in the passage of what came to be known as the Walker Law. The Walker Law provided more some safety rules for boxing matches, limited matchesto fifteen rounds and authorized the establishment of the New York State Athletic Commission. Boxing had been banned in New York state since 1917. When the Malone law was repealed following pressure from the then Governor Charles Whitman after the death in the ring of a fighter, Young McDonald.
