In 1912, as a result of racial feelings aroused by Jack Johnson's defeat of Jim Jeffries, Congress passed a law banning the interstate shipment of fight films. Although the law was regularly violated by the "bootleg" showing of fight films it was July 1, 1940 before President Roosevelt signed into law an act divesting prize-fight films of their character as subjects of interstate or foreign commerce. Thereby, allowing the individual states to control the showing of films of prize fights. At that time the films of the Willard vs. Dempsey fight from July 4, 1919 could be released and legally shown nationwide for the first time some twenty years after the event.
